The city of Aurora, Missouri is requesting bids for wastewater treatment plant improvements. Sealed bids may be submitted at the Aurora City Hall, located at 2 W. Pleasant, Aurora, MO 65605, until Friday, June 28, 2024 at 10:00 a.m. local time, at which time. At that time, all bids received will be publicly opened and read. The Owner reserves the right to waive any informalities or minor defects or to reject any or all bids for a sound, documented reason and to readvertise and rebid. The work to be performed under this contract generally consists of retrofit installation and replacement of filters in the west filter building. Also, a new sludge storage tank will be constructed, and the existing two sludge storage tanks will be modified to increase the height of the walls. The project also includes modifications to the west UV structure, various electrical improvements throughout the plant, and the renovation of the existing east filter building for storage purposes.
This project is financed through the Missouri State Revolving Fund and federal Capitalization Grants to Missouri. Neither the Missouri Department of Natural Resources, its divisions, nor its employees will be party to the contract at any tier.
Obtaining the Bidding Documents
Copies of plans and specifications can be examined at the office of Allgeier, Martin and Associates Inc., Consulting Engineers, 7231 E. 24th St., Joplin, Missouri. Digital plans and specifications may be purchased for a non-refundable $30 fee, online through their website www.amce.com. Click on the tab marked "Plan Room" and insert Project Number 9147680. Hard copy plans and specifications may be secured for a non-refundable $50 fee per set from the Allgeier, Martin and Associates Inc. office or by contacting the city of Aurora at 417-680-7194. If paying for hard copies by credit card, contact Cindy Olds at 417-680-7193. An additional processing fee of $10 will apply to all credit card transactions.
NOTE: It is the sole responsibility of the planholder, whether they received digital downloads or paper copies of the plans and specifications, to return to Allgeier, Martin and Associates' website to check for Addenda which may have been posted.
Instructions to Bidders
Each bidder must deposit with his bid, security in the amount of 5% of his base bid, which is subject to conditions provided in the Instructions to bidders. No Bidder may withdraw his bid within 90 calendar days after the actual date of the opening.
Attention of the bidder is particularly called to the requirements as to conditions of employment to be observed and that the bidder must comply with the payment of hourly wage rates, including all fringe benefits, as established by sections 290.210-340, RSMo, as amended in 1993, pertaining to the prevailing hourly rate of wages and including fringe benefits, as established by the Department of Labor and Industrial Relations of the State of Missouri. Bidder must also comply with the Federal Wage Determination. A copy of each of the determinations is provided within the Supplemental General Conditions.
Any bidder or equipment supplier whose firm or affiliate is listed on the General Services Administration (GSA) publication entitled "Lists of Parties Excluded from Federal Procurement or Non-procurement Programs" will be prohibited from the bidding process. Anyone submitting a bid who is so listed will be determined to be a non-responsive bidder in accordance with 40 CFR 31.
A Contractor's Suspension/ Debarment Certification will be contained in the specifications; however, this certification should not preclude any interested party from ascertaining whether the certifying firm or person is actually on the list. To determine a person's and/or firm's eligibility for award in accordance with the Debarment, Suspension, and Voluntarily Excluded Regulation, 40 CFR 52.500 (b), contact the grantee's authorized representative.
Subrecipients who request or receive from the grant recipient a subgrant, contract or subcontract exceeding $100,000, at any tier under this federal grant shall comply with the Anti-Lobbying Act, Section 319 of Public Law 101-121, and file an Anti-Lobbying Certification form, and the Disclosure of Lobbying Activities form, if required, to the next tier above.
