Consolidated Public Water Supply District No. 1 of Clark County, Missouri is receiving separate sealed bids for Contract No. 2: 150,000 Gallon Elevated Tank and Contract No. 3: Waterline Installation. Bids will be received at the district's office, located at 114 W. Court St., P.O. Box 198, Kahoka, MO 63445, until Thursday, July 2, 2024 at 2:00 p.m. local time. At that time, all bids will be publicly opened and read aloud.

The Project for Contract No. 2 consists of constructing a new 150,000-gallon elevated tank and piping modifications at two existing standpipes. The Project for Contract No. 3 consists of installing approximately 20,260 feet of 10-inch and 5,480 feet of 8-inch waterline and related appurtenances. Also the removal and replacement of two meter pits to connect to the City of Kahoka’s distribution system.

This project is financed through the Missouri State Revolving Fund, established by the sale of Missouri Water Pollution Control bonds and federal Capitalization Grants to Missouri. Neither the Missouri Department of Natural Resources, its divisions, nor its employees will be party to the contract at any tier.

Obtaining the Bidding Documents

The Issuing Office for the bidding documents is Four Points Land Surveying & Engineering Inc., 17 Northport Plaza, Hannibal, Missouri. Prospective bidders may examine the bidding documents at the issuing office Mondays through Fridays, between 7:30 a.m. and 5:00 p.m. Bidding documents also may be examined at the district's office at 114 W. Court St., Kahoka, Missouri, on Mondays through Fridays, between 8:00 a.m. and 4:00 p.m.

Printed copies or electronic copies of the bidding documents may be obtained for a non-refundable fee of $75.00 per set, from the issuing office, during the hours indicated above. Upon request, the documents may be shipped by priority mail or standard ground service at no additional charge. Expedited shipping shall be at the expense of the bidder.

Partial sets of the bidding documents will not be available from the issuing office. Neither the owner nor engineer will be responsible for full or partial sets of bidding documents, including addenda if any, obtained from sources other than the issuing office.

Instructions to Bidders

Base bids and alternate bids for Contract No. 2 shall be on a lump sum basis as indicated on the bid form. Base bids and alternate bids for Contract No. 3 shall be on a lump sum and unit price basis as indicated on the bid form. Bid security shall be furnished in accordance with the Instructions to bidders.

A pre-bid conference will be held at 2:00 p.m. on Thursday, June 20, 2024, at the district's office at 114 W. Court St., Kahoka, Missouri. Attendance at the pre-bid conference is highly encouraged but is not mandatory.
