The city of Cassville, Missouri is requesting proposals for GIS consultant services to complete a lead service line inventory. The full scope of requirements are available at City Hall, 300 Main St., Cassville, Missouri or can be requested by email from David Brock, Public Works Director, at dbrock@cityofcassville.com.

All proposals must be mailed to and received at City Hall, Attn: Public Works Director, 300 Main St., Cassville, MO 65625 by Thursday, March 7, 2024 at 3:00 p.m. local time. Late proposals will not be considered. Electronic proposals will not be considered. Conditional proposals will not be accepted. Proposals must be sealed and clearly labeled with the contractor’s name and address on the outside of the envelope.

This project is financed through the State American Rescue Plan Act Grant Program. 

Request for Proposals

The city of Cassville is requesting proposals for services to complete a lead service line inventory. The completed service lead line service line inventory spreadsheet should adhere to 40 CFR 141.84. The city has an estimated 1,620 service lines.

The city of Cassville is requesting pricing for several services as part of this project. Bidders must provide a price on the below proposal form for each service requested. Proposals that fail to provide a price for all services will not be considered. Bidders should be aware that they will be expected to complete forms required by the state funding agency. Additionally, there will be language requirements and forms from the state funding agency that will need to be incorporated into the final contract that is signed by the city and selected bidder.

Bidders on this work will be required to comply with the President's Executive Order Number 11246. Requirements for bidders and contractors under this order are further explained at the link provided below. The appropriate state and federal wage rates are applicable to this project. Additional documentation and information regarding the federal funding requirements for each bidder to consider can be found on the departments Drinking Water State Revolving Fund (DWSRF) Lead Service Line Funding webpage and are hereby considered incorporated by reference into this request for proposals.
