The Missouri Department of Natural Resources prepared a draft Missouri Hazardous Waste Management Facility Part 1 Permit for the SpecGX LLC facility. The department invites the public to review and offer written comments on the draft permit until Sept. 29, 2023.

SpecGx LLC, formerly Mallinckrodt Inc., operates a commercial manufacturing facility at the site, located at 3600 N. Second Street in St. Louis, Missouri. The facility currently produces a variety of medical diagnostic materials, pharmaceuticals and pharmaceutical ingredients. The facility had previously operated a permitted storage area for hazardous wastes generated by these manufacturing processes, however the storage area was closed in 2014. SpecGx now only stores hazardous wastes resulting from manufacturing operations, which is currently stored for less than 90-days before being shipped off site for proper disposal.
SpecGX currently is conducting corrective action investigations and remediation activities at the site under a department-issued Missouri Hazardous Waste Management Facility Part 1 Permit. On March 28, 2023, SpecGX submitted a permit application to the department to renew their existing hazardous waste permit. SpecGX's Part I Permit expires Sept. 30, 2023.
After a thorough technical review of the permit applications, the department prepared draft Part 1 permit. The pubic can review an electronic copy of the draft permit and fact sheet below. Paper copies of the complete permit application, draft permit and supporting documents are available during normal business hours at the St. Louis Public Library’s Divoll Branch, 4234 N. Grand Blvd., St. Louis, MO or the Missouri Department of Natural Resources, Elm Street Conference Center, Jefferson City, MO 65102. An Open Records/ Sunshine Law Request will need to be submitted to review or obtain copies of the department's files.
Comments on the draft permits are more effective if they point out legal or technical issues or provide information that is not in the record. The department will review and respond to all written comments and questions received during the public comment period before a final decision is made.
