International Paper Co. Draft Hazardous Waste Permit Public Comment Period, Aug. 15, 2023 to Sept. 29, 2023

The Missouri Department of Natural Resources and U.S. Environmental Protection Agency (EPA) prepared draft Hazardous Waste permits for the International Paper Co.

The Missouri Department of Natural Resources and U.S. Environmental Protection Agency (EPA) prepared draft Hazardous Waste permits for the International Paper Co. facility. The department prepared a draft Missouri Hazardous Waste Management Facility Part 1 Permit. EPA prepared a draft Hazardous and Solid Waste Amendments Part 2 Permit. The department and EPA invite the public to review and offer written comments on the draft permits until Sept. 29, 2023.

International Paper operated a commercial wood treating facility at the site, located at 2609 Rangeline Road in Joplin, Missouri. The wood treating facility shut down in March 2006 and was officially decommissioned. International Paper currently is performing long-term monitoring, maintenance activities and conducting corrective action remediation activities at the site under a department-issued Missouri Hazardous Waste Management Facility Part 1 Permit and EPA-issued Hazardous and Solid Waste Amendments Part 2 Permit. On March 30, 2023, International Paper submitted a permit application to the department and EPA to renew their existing hazardous waste permits. International Paper's Part I Permit expires Sept. 30, 2023, and Part 2 Permit expires Nov. 4, 2023.

After a thorough technical review of the permit applications, the department and EPA prepared draft Part 1 and Part 2 permits. The pubic can review an electronic copy of the draft permits and fact sheet below. Paper copies of the complete permit application, draft permits and supporting documents are available during normal business hours at the Joplin Public Library, 1901 E. 20th St., Joplin, MO, the Missouri Department of Natural Resources, Elm Street Conference Center, Jefferson City, MO 65102 or EPA’s Information Resource Center, 11201 Renner Blvd. in Lenexa, Kansas. An Open Records/ Sunshine Law Request will need to be submitted to review or obtain copies of the department's files. 

Comments on the draft permits are more effective if they point out legal or technical issues or provide information that is not in the record. Written comments on the Part I Permit may be submitted by mail to Abby Sawyer, Missouri Department of Natural Resources, Waste Management Program, P.O.
