The city of Springfield is receiving sealed bids for the Group 6 Public Sewer Rehabilitation Project-Sewer Main Cleaning, Closed Circuit Televised Video (CCTV) and Cured-in-Place Pipe (CIPP) Project. Bids may be submitted to Springfield's Department of Environmental Services, Clean Water Services Division at the Busch Building, located at 840 Boonville Ave., Springfield, Missouri, until Tuesday, May 9, 2023 at 10:30 a.m. local time. At that time, all bids will be publicly opened and read aloud in Conference Room 106. Bids received after 10:30 a.m. will be returned unopened.

Pursuant to an April 2021 Amended Consent Judgement with the Missouri Department of Natural Resources, the city of Springfield implemented a citywide Supplemental Overflow Control Plan to reduce sanitary sewer overflows. The plan includes a public sewer rehabilitation program (known as 'Group' projects) to reduce sanitary sewer overflows. The city has implemented Groups 1 through 5, and is ready for Group 6 Public Sewer Rehabilitation. Group 6 will require several agreements to contract for different types of public rehabilitation. The work to be done under this notice includes the following: 

  1. Cleaning approximately 113,000 linear feet of sewer main, ranging from 8-inch to 36- inch diameter. The majority of the pipe will be 8-inch Vitrified Clay Pipe (VCP).
  2. CCTV of approximately 113,000 linear feet of sewer main, ranging from 8-inch to 36-inch diameter. The majority of the pipe will be 8-inch VCP. Pre- and post-rehabilitation CCTV will be required. Note that NASSCO PACP/ LACP/ MACP standards are to be followed. The city expects thorough video of each service lateral connection to drive future rehabilitation of those connections. Post-rehabilitation CCTV will be completed after all main line CIPP rehabilitation is completed in a batch order.
  3. CIPP rehabilitation of approximately 113,000 linear feet of the cleaned and televised sewer main at the discretion and authorization of the city of Springfield. The majority of the existing pipe to be lined will be VCP with a small amount of Reinforced Concrete Pipe and other pipe types of 8-inch diameter to 36-inch diameter. The majority of the pipe will be 8-inch VCP.

There are existing sanitary sewer facilities, within different areas of Springfield, that require accelerated cleaning or maintenance or have severe inflow and infiltration issues and overflows. The city of Springfield has identified those defects and has determined the defects to include in this project. The main schedule and location maps have been included in the bid documents. As work progresses, the city will continue to review other existing collection system conditions. The city reserves the right to remove mains identified on the main schedule and substitute with mains of approximate equal length and diameter that are found to have critical issues. 

This project is financed through the Missouri State Revolving Fund, established by the sale of Missouri Water Pollution Control bonds and federal Capitalization Grants to Missouri. Neither the Missouri Department of Natural Resources, its divisions, nor its employees will be party to the contract at any tier.

Maps and specifications may be viewed at the same location. Maps and specifications are available for pick up at Engineer's Reprographic, located at 1600 E. St. Louis St., Springfield, MO, 417-869-2222. Contractors may receive one full set of either electronic files or hard copy documents at no charge. Additional copies (full sets only) may be obtained for the nonrefundable cost of reproduction. Instructions to Bidders

Contractor and all subcontractors will be required to conform to the labor standards and employment requirements set forth in the contract documents. Bidders must agree to comply with the Prevailing Wage Rate referred to in the bidding documents. 

All bids must be in accordance with the bidding documents. A virtual Pre-Bid conference will be held Tuesday, May 2, 2023, at 10:30 A.M. The Pre-Bid conference is not mandatory.

Bids will be received on a unit price basis. Bid security must accompany each bid. Each Bidder shall file with their bid a cashier's check, certified check or bidder's bond made payable to the City of Springfield, in the amount of 5% of the total amount of the base bid. Failure to include the bid security will result in the bid being returned unread. 

The successful Bidder will be required to furnish a construction performance bond and a construction payment bond as security for the faithful performance and the payment of all bills and obligations arising from the performance of the Contract.
