The department proposes to issue a Section 401 Water Quality Certification to the New Bourbon Regional Port Authority, subject to general or special conditions. The department invites the public to review and offer written comments on the proposed certification conditions until April 20, 2023. The public can review the proposed certification conditions below. The New Bourbon Regional Port Authority requested Section 401 Water Quality Certification to accompany the U.S. Army Corps of Engineers' (USACE) Permit No. MVS-1992-84750. The project is located on the right descending bank of Mississippi River Mile 120.5 in Ste. Genevieve County. The proposed dredging will remove material deposited by the river and return to the previously authorized contours of the port. The applicant is proposing to dredge a maximum of 75,000 cubic yards of material per year, but quantities are expected to diminish after the first year of dredging. The dredge material will first be placed in existing dredge basins adjacent to the port, and then once the basins are filled, dredged material will be placed outside of the mouth of the marina in a deeper portion of the river outside of the navigation channel of the Mississippi River.
