The Metropolitan St. Louis Sewer District is receiving sealed bids for infrastructure repairs (Rehabilitation 2023) Contract B, Letting Number 13019-015.1. Bids will be received at the sewer district's office, located at 2350 Market St., St. Louis, Missouri, until Wednesday, March 22, 2023 at 2:00 p.m. local time. At that time the bids received will be publicly opened and read immediately after the bid due date/ time at the sewer district's office.

The work to be done under this contract consists of rehabilitating approximately 56,333 lineal feet of sanitary sewers varying in size from 6-inch to 42-inch in diameter, using cured-in-place pipe (CIPP) methods. The project is within the Metropolitan St. Louis Sewer District Boundaries, inside the city(ies) of St. Louis
and various municipalities in St. Louis County and unincorporated St. Louis County in Missouri. The work will be performed in various quantities at various sites. This project is financed through the Missouri State Revolving Fund, established by the sale of Missouri Water Pollution Control bonds and federal Capitalization Grants to Missouri. Neither the Missouri Department of Natural Resources, its divisions, nor its employees will be party to the contract at any tier.

Instructions to Bidders

All prospective bidders must prequalify in the CIPP category, and be certified before the bid opening. Prequalification forms for obtaining said certification may be obtained from the sewer district at the above mentioned address. All bidders must obtain drawings and specifications in the name of the entity submitting the bid.

Any bidder whose firm or affiliate is listed on the GSA publication titled “List of Parties Excluded from Federal Procurement or Non-Procurement Programs” is prohibited from the bidding process. Bids received from a listed party will be deemed non-responsive. Refer to Instructions to Bidders B-27 for more information regarding debarment and suspension.
