The department proposes to issue a Section 401 Water Quality Certification to Llano Joplin Range Line I LLC, subject to general or special conditions. The department invites the public to review and offer written comments on the proposed certification conditions until Feb. 20, 2023. The public can review the proposed certification conditions below. Llano Joplin Range Line I LLC requested Section 401 Water Quality Certification to accompany the U.S. Army Corps of Engineers' (USACE) Permit for Nationwide Permit 39 for "Commercial and Institutional Developments". The proposed work includes the extension of an existing concrete box culvert under Rangeline Road. The box culvert consists of three 3-foot by 10-foot boxes that will extend approximately 272 linear feet, covering 110 linear feet of an existing concrete apron and 162 linear feet of stream channel. Immediately downstream from the culvert the steam channel will be widened to match the culvert width and then sloped and gradually returned to the existing channel for approximately 118 linear feet. Riprap will be applied for outlet protection for 40 linear feet downstream from the culvert.
