The Metropolitan St. Louis Sewer District (owner) is requesting sealed bids for the Bissell-Coldwater-Missouri-Meramec Public I/I Reduction (2023) Contract D under Letting No. 12586-015.1. Bits will be received at their office located at 2350 Market St., St. Louis, MO 63103, until Thursday, Dec. 22, 2022 at 2:00 pm local time. All bids are to be deposited in the bid box located on the first floor before the 2:00 p.m. deadline. At that time the bids received will be publicly opened and read. Bids may be withdrawn before the opening of the first bid.
The work to be done under this contract consists of rehabilitating approximately 58,329 lineal feet of sanitary sewers, varying in size from 6-inches to 30-inches in diameter, using cured-in-place-pipe (CIPP) methods; 59 manholes; 808 service connections and 23 point repairs. The project is within the Metropolitan St. Louis Sewer District boundaries, inside the cities of Ballwin, Fenton and Sunset Hills, in Missouri. The work will be performed in various quantities at various sites.
All prospective bidders must prequalify in the CIPP category, and be certified before the bid opening. Prequalification forms for obtaining this certification may be obtained from the Metropolitan St. Louis Sewer District, at the address note above. All bidders must obtain drawings and specifications in the name of the entity submitting the bid.
This project will be financed through the Missouri State Revolving Fund, established by the sale of Missouri Water Pollution Control bonds and Federal Capitalization Grants to Missouri. Neither the Missouri Department of Natural Resources, its divisions, nor its employees will be party to the contract at any tier. Any bidder whose firm or affiliate is listed on the GSA publication titled “List of Parties Excluded from Federal Procurement or Non-Procurement Programs” is prohibited from the bidding process. Bids received from a listed party will be deemed non-responsive. Refer to Instructions to Bidders B-27 for more information regarding debarment and suspension.
