The Fellows Lake air monitoring station is located primarily to characterize ozone concentrations downwind of Springfield. Specifically, it is located to determine exposure of a segment of the population of the Springfield area to ozone. Fellows Lake meets the requirement in federal regulation for monitoring exposure to ozone of population in the Springfield Metropolitan Statistical Area (MSA).

The primary National Ambient Air Quality Standard for ozone is 0.070 parts per million averaged over eight hours (annual fourth-highest daily maximum 8-hour concentration, averaged over three years). The federal ozone season for monitoring runs from March 1 to Oct. 31.
