According to Code of State Regulations 10 CSR 10-6.110, installations required to obtain air permits are also required to complete an annual emissions report. This applies to any installation that is subject to the following permits: 

Air emissions reports quantify the criteria and hazardous air pollutants emitted for each emission unit at a facility. The emissions reporting rule details the specific data elements required for each unit. 

Any installation subject to 10 CSR 10-6.110, except sources that produce charcoal from wood, are also required to pay an emission and base fee each year. For more information about these fees and the invoicing process, review Air Emission Fees

Deadlines

Any emissions report not submitted through the Missouri Emissions Inventory System (MoEIS) is due April 1 each year, for the previous calendar year. Any emissions report submitted through MoEIS is due May 1 each year.

How to Report

Each year the Missouri Department of Natural Resources provides all permitted facilities with updated emission reporting information in Emissions Inventory Questionnaire (EIQ) packets. To avoid confusion regarding the total fees due and to expedite the process, invoices will no longer be included in EIQ packets. 

The preferred method of data submission is using the department’s online reporting system, Missouri Emissions Inventory System (MoEIS). Facility data is already set-up in MoEIS, so facilities only need to update production information. 

Notice: EIQ packets will not be mailed. The 2025 EIQ packets will be sent by email from eiq@dnr.mo.gov by Dec. 31, 2025. Please make any needed contact information updates as soon as possible. You may email eiq@dnr.mo.gov or call the MoEIS help desk at 866-663-4748 to make any updates.

Data Sources

  • Permits – Most of the information needed to complete an emissions report can be found in the facility’s permit(s). The department takes the information from issued permits and preloads the information into MoEIS to make completing the emissions report as easy as possible.
  • Stack Tests – Stack tests are a common source for emission factors. Only stack tests that have been verified by department staff should be used in the emissions reports.
  • AP-42/WebFire – EPA has a database of emission factors for a large number of processes. When more appropriate factors are not available, these can be used in the emissions reports.

Documents
