The preferred method of data submission is using the department’s online reporting system, Missouri Emissions Inventory System (MoEIS) and Instructions. Facility data is already set-up in MoEIS, so facilities only need to update production information. All the emission and fee calculations are done automatically.
Data Sources
Permits – Most of the information needed to complete an emissions report can be found in the facility’s permit(s). The department takes the information from issued permits and preloads the information into Missouri Emissions Inventory System (MoEIS) to make completing the emissions report as easy as possible.
Stack Tests – Stack tests are a common source for emission factors. Only stack tests that have been verified by department staff should be used in the emissions reports.
AP-42/WebFire – EPA has a database of emission factors for a large number of processes. When more appropriate factors are not available, these can be used in the emissions reports.

- Emissions Reporting: Hazardous Air Pollutants (HAP) Worksheet Troubleshooting – This document outlines important items to review and update when reporting HAP emissions.
- Section 112 Hazardous Air Pollutants (HAP) List – This list contains the reportable HAPs and identifies whether they should be reported as VOC, PM or HAPs. HAPs that are reported as VOC or PM still need to be itemized in the HAP worksheet and updated when completing a Full report.
- Exempt Volatile Organic Compounds (VOC) List – These chemicals and compounds do not need to be included in VOC calculations.
– This workbook is for those unable to use Missouri Emissions Inventory System (MoEIS). It contains all the forms needed to complete the emissions report and completes the calculations.
– This spreadsheet should be used to calculate landfill emissions. Use the outputs to complete the landfill worksheet and HAP worksheet in Missouri Emissions Inventory System (MoEIS).
Fee Info
The emission fee is $55 per ton for the 2022 emission year. CO, PM2.5 and NH3 are not chargeable pollutants.
Convenience Fee Applicable to Credit Card Payments
Effective July 1, 2014, per Chapter 37, Section 37.007, of the Missouri Revised Statues, a convenience fee will be charged to all customers who wish to pay by electronic method. The convenience fee will be retained by a third-party vendor, Collector Solutions Inc., not the Missouri Department of Natural Resources.
