The Hazardous Waste Forum is a stakeholder workgroup made up of representatives from the department, industry, professional consultants, environmental groups, regulatory agencies and citizens interested in hazardous waste management issues. The forum was created to help maintain open communication between department staff and Missouri citizens regarding hazardous waste laws, regulations, programs and procedures. The forum is used to improve understanding and identify, evaluate and develop ways to better protect human health and the environment.
Meetings
Meetings are held as needed and are open to everyone. Attendance at these meetings may be in person, by conference call or through Webex. The department will attempt to correct technical difficulties as they arise, but the department cannot guarantee the quality of the Webex or conference call option. The meeting will not be subject to change or repeat due to any technical difficulties.
If there are issues you would like to discuss during the meeting, you will need to notify the department before the meeting. You can do this by emailing one of the staff coordinators noted below. Individuals requiring special services or accommodations in order to attend a meeting can make arrangements by contacting one of the staff coordinators at least 48 hours before the meeting. Hearing- and speech-impaired individuals may contact the staff coordinators through Relay Missouri at 800-735-2966. Translation or interpretation services will be provided upon request at no charge. Ongoing Discussions
Fee Expansion
In August 2019, the Missouri Hazardous Waste Management Commission voted to allow the department to move forward with the rulemaking process on a proposed fee increase. The Missouri General Assembly disapproved the commission’s rulemaking to temporarily increase fees. Senate Concurrent Resolution (SCR) 38 was signed by both chambers March 5, 2020. Pursuant to SCR 38, the department filed an emergency rulemaking with the Secretary of State to remove the proposed temporary increase. The Hazardous Waste Management Commission held a public hearing at a special meeting Aug. 7, 2020. The department received approval to file the regular amendment following up the emergency rulemaking for 10 CSR 25-12. This will remove the amended language and return it to its previous version.
The department continues to assess the hazardous waste fund and our ability to sustain future services, including any potential economic impacts due to COVID-19. The department wishes to continue discussions with stakeholders but has not yet scheduled the next meeting. In the meantime, we encourage you to continue submitting fee expansion thoughts or comments to Justin Buckler at justin.buckler@dnr.mo.gov.
