This permit authorizes the land application of domestic septage onto grassland, cropland or timberland at rates suitable for beneficial use as organic fertilizer and soil conditioner from industries such as sewerage systems. Permittees are able to land apply domestic septage onto agricultural land for beneficial use as fertilizer and soil amendment. The process must follow their approved land application management plan that conforms to the best management practices and other requirements contained in the general permit.
Contract haulers are not required to have a permit if all waste is hauled to a permitted facility. A separate permit is not required for people who land apply under the operating permit issued to the wastewater treatment works generator. Also, small scale pilot projects for beneficial use that do not exceed a period of one year may be exempted with written approval from the department.

Length of Permit
The department issues this general permit for a five-year period. The effective date is Dec. 1, 2022 and expires Nov. 30, 2027. If a facility applies for and receives this permit on Sept. 18, 2026, their permit will expire Nov. 30, 2027.
