This permit authorizes mine dewatering and stormwater to waters of the state from clay mining, processing and stockpiles, and associated land disturbance activities. Process wastewater is not authorized for discharge under this permit. A site-specific permit may be obtained; however, land application of the process wastewater is authorized.
This permit includes facilities with open mining pit or strip, any sedimentation basins, topsoil, overburden, clay stockpile areas, loading and unloading areas, washing facilities, hauling roads and any other disturbed areas associated with the mining activity not otherwise covered by another permit. This permit does not authorize actual mining activities, only stormwater discharges and land application resulting from the mining activities.
Facilities discharging all wastewater, mine dewatering effluent and stormwater directly to a combined sewer system connecting to a publicly owned treatment works, which has consented to receive such a discharge, are exempt from permit requirements.
Oil water separator tank systems are frequently found at industrial sites where process water and stormwater may contain oils and greases, oily wastewaters or other immiscible liquids requiring separation. This permit authorizes the operation of oil water separator for the treatment of stormwater without the requirement to obtain a separate permit.
Length of Permit
The department issues this general permit for a five-year period. The effective date is July 1, 2021 and expires June 30, 2026. If a facility applies for and receives this permit on June 1, 2023, their permit will expire June 30, 2026.
