On July 16, 2024, the department issued a final Missouri Hazardous Waste Management Facility Part I Class 2 Permit Modification for the Green America facility. The final hazardous waste permit modification allows additional piping to direct liquid alternative waste fuels from permitted Tanks 1, 2, 8 and 9 directly to the kiln's main burner for energy recovery. This is in addition to the current piping from the tank farm to the calciner.
Any parties adversely affected or aggrieved by the department’s decision to approve the Class 2 Permit Modification, or specific conditions of the Class 2 Permit Modification, may be entitled to pursue an appeal before the Administrative Hearing Commission (AHC) by filing a written petition by Aug. 16, 2024, according to the procedures outlined in Missouri Revised Statutes, sections 260.395.11 and 621.250, RSMo. The Green America Recycling facility is located at 10107 Highway 79 in Hannibal, Missouri, and is operated by Green America Recycling LLC and Continental Cement Co. Green America operates a hazardous waste treatment and storage facility that receives, “blends” and stores a variety of liquid and solid hazardous waste-derived fuels used to heat a cement kiln operated by Continental Cement. Green America and Continental Cement are operating at the facility under two hazardous waste permits, a department-issued Missouri Hazardous Waste Management Facility Part I Permit and an EPA-issued Hazardous and Solid Waste Amendments Part II Permit.
On Oct. 13, 2023, Green America Recycling LLC submitted a Class 2 Permit modification request to the department, requesting to modify its hazardous waste permits. Currently, the Green America facility feeds alternative liquid fuels from the tank farm to the calciner only. Green America requested to modify the main burner and install new piping and the addition of vales and flanges from the tank farm directly to the main kiln burner. These changes would provide improved management, more safe and environmental practice.
After a thorough technical review of the permit modification request and opportunity for public comment on the permit modification request, the department and EPA approved the modification request and issued final hazardous waste permit modifications.
