JEFFERSON CITY, MO, NOV. 1, 2022 - The Missouri Department of Natural Resources invites the public to review and offer written comments on a draft hazardous waste permit modification for Holcim (US) Incorporated/Geocycle, LLC until Dec. 12.

The Holcim facility is located on about 4,100 acres at 14738 Highway 79 in Clarksville. The company did business under different names, including: Holcim (US) Inc./Energis, LLC; Holcim (US) Inc./Safety Kleen Systems Inc.; Holnam/Safety-Kleen; and, Dundee Cement Co., respectively. In 1965, Dundee Cement Company began operating a commercial cement kiln and later a cement manufacturing facility at the site. 

The hazardous waste operations performed at the Holcim facility included hazardous waste receiving, blending, treating, storage and shipping. On Feb. 15, 2012, Holcim submitted plans for permanent site closure, which consisted of site cleanup, corrective action activities and dismantling operations.

Holcim previously conducted cement production operations and corrective-action activities at the site under a department-issued Missouri Hazardous Waste Management Facility Part I Permit and an EPA-issued Hazardous and Solid Waste Amendments Part II Permit. These permits allowed Holcim to manufacture cement using hazardous waste as fuel and required Holcim to close its hazardous waste management units once operations ceased. These permits also currently require Holcim to perform long-term monitoring and maintenance of the engineered soil caps over the closed landfills and residually contaminated areas. On Sept. 22, 2021, Holcim submitted a permit modification request to the department and EPA, requesting to terminate its permits.

After reviewing the permit modification request, the department prepared a draft Part I Permit modification for the Holcim facility. The draft permit modification proposes to terminate Holcim’s Part I Permit and requires Holcim to perform long-term monitoring and maintenance of the engineered soil caps. Property activity and use limitations, as well as long-term monitoring and maintenance of the caps, will continue under an enforceable Environmental Covenant, proposed as part of the final remedy. The prepared Statement of Basis’ Scope of Corrective Action section includes the full list of corrective-action Solid Waste Management Units/Areas of Concern addressed under the permits. 

The department intends to approve Holcim’s request to terminate its Part I Permit and has prepared a Statement of Basis, which summarizes the remedial actions conducted at the site and the department’s basis for supporting the decision. The permit modification request, Part I Permit modification and Statement of Basis are available online at dnr.mo.gov/waste-recycling/what-were-doing/public-involvement/notices-comments. Some supporting documents are not available online due to their file size. The public can review and copy these and other supporting documents at the Bowling Green Public Library, 201 W. Locust in Bowling Green, or at the department’s Elm Street Conference Center in Jefferson City.

Comments on the draft permit modification are more effective if they point out legal or technical issues, or provide information that is not in the record. All conditions of the existing permits will remain in effect until the permit termination is finalized.
