The city of Princeton is receiving separate sealed bids for the Princeton Water System Improvements Project: Water Treatment Plant. Bids will be received at the Princeton City Hall, located at 507 W. Main St. Princeton, Missouri, until Wednesday, March 27, 2024 at 10:00 a.m. local time. At that time, all bids will be publicly opened and read aloud.

The project consists of installing new valves, meters and control equipment, additional gas chlorination equipment, and all the necessary appurtenances for complete and usable system at the existing water treatment plant.

This project is financed through the Missouri State Revolving Fund, established by the sale of Missouri Water Pollution Control bonds and federal Capitalization Grants to Missouri. Neither the Missouri Department of Natural Resources, its divisions, nor its employees will be party to the contract at any tier.

Obtaining the Bidding Documents

Copies of plans and specifications can be seen or purchased online for a non-refundable fee on Drexel Technologies website at www.drexeltech.com and clicking on “Enter Plan Room” in upper right-hand corner of the screen. Additional assistance is available at distribution@drexeltech.com. Information regarding this project can be found in the “Public Jobs” link on the website. 

Contractors desiring the contract documents for use in preparing bids may also obtain a set of such documents from Drexel Technologies, 10840 W. 86th St., Lenexa, KS 66214, or by telephone at 913-371-4430. Bidding documents will be shipped only if the requesting party assumes responsibility for all related charges. Corporate, certified or cashier’s checks shall be made payable to Drexel Technologies Inc.

Instructions to Bidders

Questions on the bid documents from general contractors and sub-contractors will be answered by the Macon, Missouri office of the consulting engineer. All questions must be submitted using the Request for Information Form included in the specifications, and sent to Susan Copenhaver by email at scopenhaver@mcclurevision.com. Any explanation or interpretation made will be in the form of a written response on the form or by addendum issued by the consulting engineer and furnished to all bidders identified as plan holders of record. Questions received less than 10 days before the date for opening of bids may not be answered. Request for consideration of “equivalent” products will only be considered in writing from general contractors and subcontractors. No requests for alternate or “equivalent” products will be considered the 10 days before bid opening.

A pre-bid conference will be held at 10:00 a.m. on Wednesday, March 6, 2024, at Princeton City Hall, 507 W. Main St., Princeton, Missouri.

The owner reserves the right to waive any informalities or to reject any or all bids. Construction shall follow the requirements of the American Iron & Steel Provisions explained in the specifications. 

Attention of bidders is called to the requirements contained in the Instruction to Bidders regarding compliance with Executive Order Number 12549 - Debarment and Suspension and Minority Business Enterprise Utilization. All bidders are required to make the six good faith efforts to assure compliance with the State’s “fair share goals” and are required to comply with EEO regulations. 

Minimum wage rates for this contract shall be prevailing wage rates as determined by the Missouri Department of Labor and Industrial Relations and the Davis Bacon Act, as issued by the U.S. Department of Labor. The wage rates are set forth in the contract documents and are to be considered as a part of this bid. The project contractor and each subcontractor shall require each on-site employee to complete the 10-hour safety program required under Missouri Revised Statues, section 292.675, RSMo, within 60 days of beginning any of the work on the project, if he or she has not previously completed the program or does not have documentation of doing so.
