The department proposes to issue a Section 401 Water Quality Certification to Capital Sand Co. Inc., subject to general or special conditions. Capital Sand Co. Inc. requested Section 401 Water Quality Certification accompany the U.S. Army Corps of Engineers' (USACE) Permit NWK-2003-02428. Capital Sand is proposing to renew its permit to hydraulic dredge a maximum of 150,000 tons of sand and gravel per year from the Osage River, Water Body Identification Number 1031, with onboard processing and direct discharge of water and fines. The proposed project is located between river mile 22 and river mile 23, near Wardsville, Missouri.
