The department proposes to issue a Section 401 Water Quality Certification to Specialty Granules LLC, subject to general or special conditions. The department invites the public to review and offer written comments on the proposed certification conditions until Jan. 26, 2022. The public can review the proposed certification conditions below. Specialty Granules LLC requested Section 401 Water Quality Certification accompany the U.S. Army Corps of Engineers' (USACE) Permit for Nationwide Permit 13 for "Bank Stabilization." Specialty Granules LLC proposes to stabilize approximately 440 linear feet of the right descending bank of Big Creek, located just south of Annapolis, Missouri. Work would include returning the creek to the 2019 streambank location by excavating approximately 400 cubic yards of existing soil and sediment material as a base grade cut and backfilling with approximately 1,150 cubic yards of durable rock to create a rock buttress, resulting in a net fill of 750 cubic yards of durable rock.
