The department prepared a draft Missouri Hazardous Waste Management Facility Part I permit for the Eaton Hydraulics LLC/ Unisys facility. The department, in coordination with EPA, also prepared a Statement of Basis that summarizes the remedial alternatives and the department’s basis of support for a proposed final remedy at the Eaton facility. The department invites the public to review and offer written comments on the proposed final remedy and draft permit until Feb. 4, 2022. Written comments may be submitted by mail to Elizabeth Sutherland, Missouri Department of Natural Resources, PO Box 176, Jefferson City, MO 65102-0176 or by email to elizabeth.sutherland@dnr.mo.gov.

Eaton is located on the site of the former Sperry-Vickers facility, at 2800 W. 10th St. in Joplin. Eaton currently is performing long-term monitoring and maintenance activities and corrective action activities at the facility under a department-issued Missouri Hazardous Waste Management Facility Part I Permit. In November 2008, Eaton submitted a permit application to the department, to renew and update its existing hazardous waste permit, which expired April 26, 2009. The permit was continued in effect, as allowed by 10 CSR 25-7.270(1), incorporating 40 C.F.R. § 270.51, until the department issued or denies a new hazardous waste permit. Eaton also submitted a final Corrective Measures Study Report, which identified and evaluated possible corrective measure alternatives, including Eaton's preferred final remedy.

After a thorough technical review of the permit application and Eaton's preferred final remedy and other remedial alternatives, the department prepared a draft Part I Permit. The pubic can review an electronic copy of the draft permit and Statement of Basis below. Paper copies of the permit application, Statement of Basis, draft Part I Permit and supporting documents are available at the Joplin Public Library, 1901 E. 20th St., Joplin, MO (during normal business hours) or the Missouri Department of Natural Resources, Elm Street Conference Center, Jefferson City, MO 65102. An Open Records/ Sunshine Law Request will need to be submitted to review or obtain copies of the department's files.

The facility will hold a public meeting about the modification request on Jan. 19, 2022. Please follow the public meeting link for more information.
