Overview

Background/ History

The University of Missouri-Kansas City is a public university located at 5100 Rockhill Road in Kansas City, Missouri, which offers undergraduate and graduate degree programs and research opportunities. In 1978, the university built a single-story, brick building, known as the Chemical Storage Building, to centrally store hazardous waste materials produced at the university and store surplus chemicals or compounds which have been discarded by the original purchasers and could possibly be used by another department. The hazardous waste included spent solvent, unneeded chemicals, reaction products and by-products from laboratories, radioactive wastes, and waste from maintenance operations. The university operated the hazardous waste storage area under the “interim status” portions of the federal Resource Conservation and Recovery Act (RCRA).

Cleanup Summary

The university closed the hazardous waste storage area in 1997. The department accepted the university’s closure certification for the hazardous waste storage areas in 1999. The university is not subject to the permitting requirements of the Missouri Hazardous Waste Management Law or federal Hazardous and Solid Waste Amendments for post-closure care because they “clean closed” the interim status hazardous waste areas. 

The university is subject to corrective action because they completed closure of the interim status hazardous waste management units after the effective date of the federal Hazardous and Solid Waste Amendments. Initial investigations in the early 1990’s identified several areas that required further investigation. The university is currently a candidate for an administrative order or Letter of Agreement to investigate and possibly remediate the areas identified at the site.
