Transporters of hazardous waste, including waste oil, explosives, gases, flammable and combustible liquids, flammable solids, oxiders and organic peroxides, poisons, radioactive materials, corrosives and infectious waste - must obtain a Hazardous Waste Transporter License. Missouri regulations require all transporters obtain the license to help ensure environmental protection through proper disposal of waste. The Missouri Department of Transportation issues the one-year license. Even though MoDOT issues the license, the request is approved by both MoDOT and the Department of Natural Resources. MoDOT notifies the department once they issue the hazardous waste transporter license and the list of approved transporters is available on the department’s Hazardous Waste and Infectious Waste Transporters website.

The license is valid for one year from the date of the issuance.

Fees

The fee for a Hazardous Waste Transporter or Infectious Waste License is calculated based upon the total licensed vehicle weight of all power units, the percentage of Missouri miles traveled, the percentage of hazardous waste shipments and a calculated user fee. The minimum license fee is $200; the maximum license fee is $25,000. For more information on the fee, visit MoDOT’s Hazardous Waste Transport website.  

Timeline/ Process

Even though MoDOT issues the hazardous waste transporter and infectious waste license, the license request is approved by both MoDOT and the Missouri Department of Natural Resources. At least 60 days prior to the expiration date of his/ her current license, a hazardous waste transporter wishing to renew his/ her license shall submit a license renewal application on a form furnished by the department. The departments will request additional information if the application is not complete, which will delay the review process.

EPA Identification Number

Federal regulations require large and small quantity generators of hazardous waste to obtain an EPA Identification (EPA ID) number using EPA Form 8700-12 and to submit the completed form to the authorized state agency or EPA regional office if the state is not authorized to implement the Resource Conservation and Recovery Act Subtitle C program. The Site Identification Form (EPA Form 8700-12) includes information such as:

  • Facility’s name and address
  • Contact information
  • Description of hazardous waste activities conducted at the site
