Nora Maxwell was named Deputy Director of the department's Division of Energy, effective March 21, 2025.
Nora has worked for the State of Missouri for almost 23 years, with over 13 years of experience in managing teams. Most recently, Nora served as the State Energy Office program manager for the Division of Energy since December 2023, providing leadership on energy efficiency topics, policy and planning and the Energy Loan Program. Additionally, Nora redirected the focus of the State Energy Office to improve efficiency and simplify federal reporting. She played a key role in the revision of the State Energy Security Plan.
Nora also worked at the Department of Higher Education and Workforce Development, which included director of the Missouri Student Loan Program, senior associate of Loan Operations, coordinator of Borrower Services and program specialist. Throughout her career, Nora has worked with various stakeholder groups, managed budgets, and has overseen program development & oversight, policy and procedure development, dynamic team building, and strategic planning.
