Emily Wilbur, PE, was named Director of the department's Division of Energy, effective Sept. 1, 2023. Emily holds a bachelor’s degree and a master’s degree in Chemical Engineering from the University of Missouri - Columbia and is a licensed professional engineer. Emily has also been selected to represent the Midwest region on the Board of Directors for the National Association of State Energy Officials.

Emily began her career with the Missouri Department of Natural Resources in 2001, as a construction permit writer for the Air Pollution Control Program. She later served as the Air Quality Planning Section Chief before turning her focus to air quality planning issues in 2013. In this position, Emily oversaw the program’s rulemaking actions and State Implementation Plan revisions. She also collaborated with EPA, other state agencies and the public to implement air quality regulations for the State of Missouri. Emily helped coordinate the team that administered over $41 million from the Volkswagen Environmental Mitigation Trust to eligible businesses and government entities. Emily most recently served as the Deputy Division Director for the department's Division of Environmental Quality, after a brief time as the Deputy Division Director for the department's Division of Energy.
