JEFFERSON CITY, MO, FEB. 28, 2019 - The Missouri Department of Natural Resources issued a final Remedial Action Plan for The Doe Run Resource Corporation’s Viburnum facility, historically referred to as the Viburnum Mine/Mill Facility #28. The plan allows the company to continue hazardous waste cleanup activities in the area.
Doe Run is currently performing non-time-critical removal of lead-contaminated soils, sediments and other lead-impacted materials from properties and child high-use areas in several response areas in Dent, Iron and Reynolds counties. These activities are regulated under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) Administrative Orders. Under the original Remedial Action Plan, issued by the U.S. Environmental Protection Agency in 2006, Doe Run was allowed to transport remediation waste from the response areas and areas near the Buick Smelter, also owned and operated by Doe Run, to its abandoned lead and zinc mine, located at 500 Casteel Drive in Viburnum. The plan authorized treating and placing the remediation waste as cover and cap material on the lead tailings pile at the Viburnum facility.
On June 10, 2016, Doe Run submitted an application to the department to renew and update the Remedial Action Plan. After a thorough technical review of the application and opportunity for public comment, the department issued a new plan. The new Remedial Action Plan allows Doe Run to continue storing and treating hazardous remediation wastes at the Viburnum facility.
Doe Run is allowed to dispose approximately 23,000 cubic yards of material already present in the staging area at the Viburnum facility and approximately 390,000 cubic yards of additional material from the response areas near the Buick Smelter and the Viburnum city sanitary lagoons.
The Department of Natural Resources received no comments on the draft Remedial Action Plan during the public comment period. Anyone adversely affected or aggrieved by the department’s decision to issue the final plan, or specific conditions of the final plan, may pursue an appeal before the Administrative Hearing Commission by filing a written petition by March 22, 2019, which is more fully described on page six of the final Remedial Action Plan.
