JEFFERSON CITY, MO, DEC. 21, 2018 - The Missouri Department of Natural Resources issued a final hazardous waste permit modification for the Doe Run Co.-Buick Resource Recycling Facility, allowing the company to add a seventh cell to the hazardous waste landfill at its facility.
Buick operates a secondary lead smelting facility at the site, located at 18594 Hwy KK in Boss. Buick recycles used lead-acid batteries and other lead-bearing hazardous and non-hazardous wastes to recover lead, trace metals, sulfuric acid and polyethylene plastic. The recoverable lead-bearing material is smelted and resold as secondary lead. Buick currently recycles about 50 percent of the slag produced from the smelting process, which contains 3 to 5 percent lead, back into the secondary process. Buick treats the remaining slag on site and disposes of the non-hazardous slag in an on-site hazardous waste landfill.
Buick has been operating at the site under a department-issued Missouri Hazardous Waste Management Facility Part I Permit and U.S. Environmental Protection Agency-issued Hazardous and Solid Waste Amendments Part II Permit. On May 3, 2017, Buick submitted a permit modification request to the department, requesting to modify its Part I Permit to add a seventh cell to the landfill, increasing the overall storage capacity by about 146,000 cubic yards. The landfill is a phased development, originally permitted for six cells. The operational life of the entire landfill originally was planned to be at least 20 years; however, current practices at the facility rapidly used the amount of permitted storage capacity.
While reviewing and evaluating the permit modification request, the department allowed Buick to build and begin using the additional cell. After a thorough technical review of the permit modification request and opportunity for public comment, the department approved the permit modification request and issued a final Part I Permit modification. The final permit modification allows the company to continue using the constructed landfill cell for disposing of lead-bearing slag and other non-hazardous material.
No comments were made on the proposed modification to the Part I Permit during the public comment period. Please be aware that any parties adversely affected or aggrieved by department’s decision to approve the permit modification request and issue the final Part I Permit modification, or specific conditions of the final Part I Permit modification, may be entitled to pursue an appeal before the Administrative Hearing Commission by filing a written petition by Jan. 4, 2019, as more fully described on page 7 of the final Part I Permit modification.
