The department proposes to issue a Section 401 Water Quality Certification to the South River Industrial Levee Subdistrict, subject to general or special conditions. The department invites the public to review and offer written comments on the proposed certification conditions until May 23, 2022. The public can review the proposed certification conditions below. Other relevant information is available for review and copying upon request. Written comments may be submitted by mail to Missouri Department of Natural Resources, Water Quality Certification, PO Box 176, Jefferson City, MO 65102-0176 or by email to wpsc401cert@dnr.mo.gov. Please include the certification number in the comment letter.

Phil Held, representing the South River Industrial Levee Subdistrict, requested Section 401 Water Quality Certification accompany the U.S. Army Corps of Engineers' (USACE) Permit MVR-2020-01454. South River Industrial Levee Subdistrict is proposing bank stabilization on 6,050 linear feet of the Mississippi River and 2,300 linear feet of the South River, located near Mississippi River Mile 320. The project would consist of using riprap rock blankets, longitudinal peaked stone toe protection using tiebacks keyed into the bank and native plantings along the banks. Upstream and downstream ends will also be tied back and keyed into banks with native plantings planned between tiebacks. The work will include permanent impacts to 1.87 acres and temporary impacts to 0.544 acres of mixed wetlands.
