JEFFERSON CITY, MO, MAY 23, 2017 – The Missouri Department of Natural Resources issued a final hazardous waste permit to a Jackson County hazardous waste storage and treatment facility, allowing the company to continue operating at its facility.

Lake City Army Ammunition Plant, 25201 E. Highway 78, Independence, is a Class II government-owned contractor-operated military industrial installation, owned by the Department of the Army and operated by Alliant Techsystems Operations LLC. Since 1941, the plant has manufactured small caliber ammunition for the Department of Defense. A variety of hazardous wastes are produced as part of the facility operations. Alliant treats obsolete and off-specification ammunition and munition components that do not meet Defense standards in an explosive waste incinerator. Hazardous waste not treated in the incinerator is temporarily stored in several permitted container storage areas until it is shipped off-site for processing or disposal.

The plant has been operating under two hazardous waste permits. The department issued the Missouri Hazardous Waste Management Facility Part I Permit. The U.S. Environmental Protection Agency issued the Hazardous and Solid Waste Amendments Part II Permit. Alliant submitted a permit application to the department and EPA to renew their existing hazardous waste permits. After a thorough review of the permit application and opportunity for public comment, the department reissued a final Part I Permit, which allows Alliant to continue storing and treating the hazardous waste. EPA did not issue a Part II Permit, since EPA has no site-specific conditions for the facility and Missouri is fully authorized for all permitting activities at the facility. EPA will terminate the existing Part II Permit upon the reissuance of the Part I Permit.

Any parties adversely affected or aggrieved by the department’s decision to reissue the final Part I Permit may be entitled to pursue an appeal before the Administrative Hearing Commission. A petition must be filed by June 26, 2017, as more fully described on page five of the final Part I Permit.
