Water Quality Managment Planning
The Missouri Department of Natural Resources offers grant subawards to assist regional public comprehensive planning organizations and interstate organizations to carry out water quality management planning. When funds are available, a project solicitation request specifying project scope, length and available funds will be advertised. There is no match requirement.
Who can apply
Regional Planning Commissions and Regional Councils of Government within the state are eligible to apply for this funding. These funds are administered by the Department of Natural Resources.
Eligible projects and costs
The department has currently prioritized the use of 604(b) grant funds offered to eligible commissions and councils toward projects that support small communities in assessing and identifying their infrastructure needs and developing plans to address infrastructure priorities. The department requests proposals for the evaluation and study of regional partnerships to prevent, control, and/or abate water pollution in a manner that improves the affordability of wastewater treatment services for residents, institutions, and businesses in the study area.
The department has funds available for eligible commissions and councils to conduct feasibility studies to:
- a) connect one or more smaller wastewater facilities to an existing or new centralized wastewater treatment plant; or
- b) to create a formal entity that allows member communities to share administrative and operational responsibility for wastewater treatment even if not physically connected.
Feasibility studies that include economically disadvantaged areas or communities with declining populations will be given additional priority in scoring. Subawards shall be a minimum of $50,000 with a maximum of $125,000. Projects may be up to two years in length.
