Clean Water SRF Affordability Stakeholder Workgroup
On June 10, 2014, President Obama signed into law the Water Resources Reform and Development Act of 2014. Among its provisions are amendments to Titles I, II, V, and VI of the Federal Water Pollution Control Act. These amendments affected the Clean Water State Revolving Funding program. As amended, the act now includes the requirement for states to establish an affordability criteria no later than Sept. 30, 2015. States are to provide a public notice period and the opportunity for public comment.
After three stakeholder meetings and a public notice period, the department adopted the Clean Water State Revolving Fund Additional Subsidization Affordability Analysis policy on Sept. 21, 2015.

Public Notice Period
The department provided a 30-day public notice period for public comments July 6 through Aug. 5, 2015. Persons wishing to comment on the proposed policy were invited to submit them in writing to Emily Carpenter, Missouri Department of Natural Resources, Financial Assistance Center, P.O. Box 176, Jefferson City, MO 65102-0176. Email comments were accepted at the following address: DNR.SRFPublicNotice@dnr.mo.gov.
The department considered all written comments in preparation for the final policy decision.
