Hazardous waste regulation changes were made in response to a new Missouri Law found at Section 260.373.1 in the Revised Statutes of Missouri (RSMo). Referred to as the “no stricter than” law, it required the department to identify Missouri hazardous waste regulations in Chapters 3 -- Definitions, 4 -- Identification of Hazardous Wastes, 5 -- Generator Standards and 7 -- Hazardous Waste Treatment and Disposal Facilities that were stricter than corresponding federal regulations and to file amendments to eliminate those state rules (with some exceptions). The regulations were also updated to incorporate federal regulations up to the July 1, 2013 edition of Title 40 Code of Federal Regulations. Two later enacted federal regulations were also adopted into the state code—a conditional exclusion for solvent contaminated wipes and a rule to allow electronic manifests.
