update In early April 2018, the Missouri Department of Natural Resources posted two draft documents relating to the VW Trust.

The draft plan summarizes goals for the trust in Missouri. It establishes award categories, and projects that fall under these categories will be eligible for funding. Officially known as the draft beneficiary mitigation plan, the document meets requirements of the settlement's consent decree. The department created the plan over several months, guided by public input.

A second draft document specifies the processes the department intends to follow for selecting and implementing eligible mitigation projects. Although the trust's consent decree does not require these guidelines, the department's outreach efforts indicated that the public and potential applicants would benefit from having clear-cut steps. Between October 2017 and March 2018, the department amassed comments and suggestions during in-person meetings, from comment forms and surveys as well as via emails and letters.
