An operating permit application from BASF Corporation-Hannibal Plant in Palmyra, Marion County has been reviewed by the Missouri Department of Natural Resources' Air Pollution Control Program, and a preliminary determination has been made to issue an operating permit. The application is for a Part 70 Operating Permit Renewal.
A second public comment period is being held for the Part 70 Operating Permit Draft to address changes to the monitoring requirements for 10 CSR 10-6.220, Restriction of Emission of Visible Air Contaminants, since the last public comment period, specifically any emission unit burning only natural gas, and emission units that are contained within and emit only within a building space. This draft is also revised to include provisions from Construction Permits 072020-012, 072020-012A, and 122017-011A, which were issued after the first public comment period. This draft also includes the response to comments received during the last public comment period.
This public comment period shall extend for 30 days following the date of publication of this notice. Any relevant information, materials, or comments can be submitted to the attention of Air Pollution Control Program at PO Box 176, Jefferson City, Missouri 65102-0176 or emailed to email@example.com.
An informal public hearing on the preliminary draft permit will be held if requested within 21 days of the date of publication of this notice. The person requesting the hearing must identify material issues concerning the preliminary permit determination and the permitting authority must determine a public hearing will be useful in resolving those issues. Should a public hearing be held, notice of said public hearing will be posted on the department's Calendar and this public notice prior to the close of the public comment period.
