Individuals must test and become licensed/permitted in order to do business in Missouri to construct a water, heat pump or monitoring well. Monitoring wells must be plugged by a monitoring well installation permittee.
Contractors and citizens will find our Well Information Management System tool helpful. This application enables you to a test for a permit, renew a permit, submit a record, search for well or pump installation contractors licensed to do business in Missouri, and search well records for wells drilled, reconstructed, or plugged after July 1987. Well records also may be located using Well Installation Section Drilling Information Map (WISDIM).

Requirements for Restricted Contractor Permit
A restricted permit is required and valid only for contracting or subcontracting work regulated by the Missouri Well Construction rules and includes the primary and/or on-site drilling supervisor. To become a restricted contractor, visit the Well Information Management System home page and register a new account through the department’s Missouri Gateway for Environmental Management (MoGEM). From there, you will create a WIMS 2.0 account and gain access to the online application. Once you’ve created an account, register for and take applicable open book test online. There is a testing fee of $50 for all tests combined. You must achieve a score of at least a 70% to pass. Once you have successfully passed the tests, you will receive your permit(s) after submitting the $150 permit fee for each applicable permit. Permits expire and must be renewed annually. To renew a permit, log into your MoGEM account, select and pay for any applicable permits. Permit renewal fee is $150 for each permit renewed.
Requirements for Nonrestricted Contractor Permit
A non-restricted permit is required to drill, construct, repair, reconstruct, plug, or install pumps or pumping equipment in a well. To become a non-restricted well and/or pump installation contractor, complete the well and/or pump installation apprenticeship. Once the apprenticeship requirements are satisfied, log into your MoGEM account to access WIMS 2.0 and request a date to take the applicable closed-book tests. The cost of each test is $50. Schedule and take closed book tests in person at 111 Fairgrounds Road in Rolla. You must achieve a score of at least 70%. Complete a restricted permit application online and submit along with applicable $150 application fee for each permit type. Your permit card can be printed online. Permits expire and must be renewed annually. To renew a permit, log into your MoGEM account, select and pay for any applicable permits. Permit renewal fee is $150 for each permit renewed.
Requirements for Becoming an Apprentice Well Contractor
Before an individual may become a non-restricted well and/or pump installation contractor, they must successfully complete a 2-year apprenticeship. During the 2-year period, an apprentice must complete work and sign applicable certification reports for the following permit types:
- Water well permit – 25 domestic or multi-family wells; 10 high yield bedrock wells; or 10 public water supply wells
- Heat Pump Permit – 10 different heat pump systems
- Monitoring Well Permit – 20 monitoring wells or 20 different temporary monitoring well sites
- Test Hole Permit – 20 test holes
- Pump Installation Permit – 25 domestic or multi-family pump installations; 10 high yield pump installation; or 10 public water supply well pump installations
To become an apprentice, visit the Well Information Management System home page and register a new MoGEM account. Once you’ve created an account, register for and take applicable open book test online. There is a $50 testing fee for all tests combined. You must achieve a score of at least a 70% to pass. Submit a completed Contractor and Apprentice Permit Application, MO 780-1731 to the Well Installation Section along with $150 permit fee. The Responsible Party identified on the application must be a non-restricted permittee of like permit type. The responsible party must be on-site with the apprentice to oversee the regulated activities and must also sign certification and/or registration reports submitted to the department.

A fee of $10 per month with a maximum of $240 per record will be charged for late records.
Downhole Camera Fee
A $375 fee will be charged to scope a well that does not meet investigation requirements.
Permit Fees
Permit fees are $150 (Effective April 1, 2024) for each of the following: heat pump, monitoring well, mineral test hole, pump and water well. Vehicle registration fees are $50 each for the following: drill rigs, pump trucks and service vehicles. All permit fees and vehicle registration fees must be renewed by Oct. 1 annually.
Permit Late Fees – Late Permit Renewals
A 40% late fee will be charged to all permits if not paid by Oct. 1. Permits will be cancelled if not renewed by Oct. 31. Vehicle registration fees are not assessed a late fee.
Testing Fees
All tests are $50 for each type of test taken. Tests include: general test, specific heat pump test, specific monitoring well test, specific monitoring well test hole test, specific pump test and specific water well test. All retakes are $50.
