The Bipartisan Infrastructure Law (BIL), also known as the Infrastructure Investment and Jobs Act (IIJA), provides formula-based funds to states to improve the resilience of the electric grid against disruptive events. Measures eligible for funds include utility pole management, power line relocation or reconductoring and microgrids, as well as the training, recruitment, retention and reskilling of skilled and properly credentialed workers in order to perform the work required for eligible measures.
In turn, these funds may be provided to entities including electric grid operators, electricity storage operators, electricity generators, transmission owners or operators, distribution providers and fuel suppliers. Sub-recipients must provide matching funds in an amount dependent on their annual electricity sales.
Missouri Program and Application
The Missouri Department of Natural Resources is the Governor’s designated lead agency for receiving and administering these funds through its Division of Energy. Missouri received $20,753,674 for the first three federal fiscal years of the program. Funding amounts over the next two federal fiscal years are contingent on U.S. Department of Energy allocations.

Public Hearings
The department held a public hearing on Aug. 24, 2022, to provide information about its proposed application approach and to receive stakeholder feedback. The department held a second public hearing Feb. 6, 2023, to provide information about its proposed final application approach and to receive stakeholder feedback.
