Wastewater and Drinking Water Projects - SRF Intended Use Plan Amendment Summaries
Clean Water Intended Use Plan, or CWIUP - State Revolving Fund
The fundable and contingency lists included in the adopted wastewater intended use plan will continue to change during the Recovery Act process. As cities move on and off of these lists, the Clean Water Commission will approve a new list. The information below gives a brief summary of the actions taken by the Clean Water Commission to the CWIUP.
Sept. 2, 2009 Amendment
Since the adoption of the wastewater IUP, the department has been working with the applicants to ensure their proposed projects will meet the requirements to receive funding in accordance with the Recovery Act.
- The department has been notified that the cities of Frankford and St. Elizabeth and the Pulaski County S.D. #1 (Stoney Gap Estates) have decided not to pursue funding. These projects have been removed from the wastewater IUP Fundable List.
- The commission removed the Festus-Crystal City Sewage Commission’s Solar Biosolids project from the fundable list to the contingency list. The application the Sewage Commission submitted for this project indicated a bond election would be held on Aug. 4, 2009. The department has learned a bond election was not held nor is one scheduled at this time. As a result, the commission believe the Sewage Commission will not be in a position to execute a construction contract for this project prior to Feb.17, 2009.
- The removal of the above listed projects from the fundable list will result in $3,431,472 in grant funds, $2,943,709 in loan funds and, $487,763 in base SRF funds being available for other projects.
- The commission agreed the funding allocation for the city of Blue Springs be adjusted by increasing the loan amount by $2,943,709 with a corresponding decrease in the base SRF loan amount.
- The commission also agreed the city of Columbia’s wastewater treatment plant project be moved from the contingency list to the fundable list for the total estimated cost of $67,000,000. Project funding would include a $3,000,000 grant and $64,000,000 in base SRF loan. The city of Columbia has been moving expeditiously to bring this project to fruition. This project is tentatively scheduled to be advertised for bids in mid September.
Oct. 7, 2009 Amendment
Since the adoption of the wastewater IUP, the department has been working with the applicants to ensure their proposed projects will meet the requirements to receive funding in accordance with the Recovery Act.
- The department has been notified the Boone County Commission will not be in a position to use the total ARRA funds allocated to them. The Clean Water Commission approved reducing the eligible project costs for the Boone County Commission project from $4,365,745 to $600,000.
- Based on the readiness to proceed status of the various contingency projects, the city of Thayer will be placed on the fundable list. The city of Thayer has been progressing at a rapid pace. The estimated project cost is $3,500,000 thus the city would be eligible to receive $1,750,000 in ARRA grant funds.
- The department has also received a request from the village of Saginaw to remove their project from funding consideration. Therefore, the commission has approved removing that project from the planning list.
Nov. 4, 2009 Amendment
Since the adoption of the wastewater IUP, the department has been working with the applicants to ensure their proposed projects will meet the requirements to receive funding in accordance with the Recovery Act.
- Moved the Washington County PWSD #3 (Potosi Lake) project, the Kansas City-WSD catch basin removal/replacement project, and the Rocky Mount Sewer District project from the fundable list to the contingency list.
- Decreased the grant amount for the Kansas City Jumping Branch Interceptor by $189,477 and increase the loan amount by $189,477.
- Decreased the village of Duquesne eligible project amount, as shown on the fundable list, from $6,698,612 to $2,963,776.
- Increased the eligible project amount for Garden City from $906,700 to $984,492.
- Moved the California project from the contingency list to the fundable list and increased the eligible project amount from $4,000,000 to $4,578,500.
- Moved the city of Lake Ozark and the city of Fremont Hills from the contingency list to the fundable list.
- Moved the MSD Missouri River WWTP (Sludge Digester) project from the fundable list to the contingency list.
- Moved the MSD Argonne Sanitary Relief project and the Upper Maline Trunk Sanitary Relief from the contingency list to the fundable list as a combined project. The total eligible project costs for the combined project will be $10,980,739. Concurrent with this action, place the combined project on the contingency list for the balance of the estimated project cost of $8,529,051.
- Moved the Carterville project from the contingency list to the fundable list and increased the eligible project amount from $1,312,509 to $1,391,560.
- Moved the Cassville collection system project from the contingency to the fundable list.
Dec. 2, 2009 Amendment
Since the adoption of the wastewater IUP, the department has been working with the applicants to ensure their proposed projects will meet the requirements to receive funding in accordance with the Recovery Act.
- Based on recent bids the village of Silver Creek revised its requested funding amount to $2,813,663. This is a decrease of $2,071,337.
- Based on recent bids the city of Kingston has revised its requested funding amount to $789,470. This represents an increase of $47,000.
- Ralls County PWSD #1 has requested an increase in funding. Based on recent bids for the Lake Hannibal Estates WWTP project, the district has revised its requested funding amount to $558,690. This represents an increase of $116,190.
- Based on recent bids the city of Thayer has revised its requested funding amount to $4,250,000. This represents an increase of $750,000.
- In addition to the adjustments identified above, staff also recommended that additional base Clean Water State Revolving Fund program funds be added to the IUP. With the addition of $6,025,000, adequate funds will be available to fund the city of Joplin, Turkey Creek WWTP project.
Drinking Water Intended Use Plan, or DWIUP
The fundable and contingency lists included in the adopted wastewater intended use plan will continue to change during the Recovery Act process. As cities move on and off of these lists, the Safe Drinking Water Commission will approve a new list. The information below gives a brief summary of the actions taken by the commission to the DWIUP.
Sept. 2, 2009 Amendment
Since the adoption of the wastewater IUP, the department has been working with the applicants to ensure their proposed projects will meet the requirements to receive funding in accordance with the Recovery Act.
- The city of Holcomb and the Camden County PWSD #3 have requested to be removed from the General Community 65 percent Reserve Fundable List. In addition, the cities of Martinsburg, Plattsburg and the Henry County PWSD #3 have requested to be removed from the Contingency List. These communities have elected to use other sources of funding for their projects.
- With the removal of the Holcomb and Camden County projects from the Fundable List, the ARRA funds allocated to these projects have been reallocated to the Clinton County PWSD #3 project. The reallocation of these funds will allow Clinton County to receive 50 percent of their project costs as a grant i.e. $1,100,000. The balance of their project funding will come from a combination of ARRA and base SRF loan funds.
Nov. 18, 2009 Amendment
Since the adoption of the wastewater IUP, the department has been working with the applicants to ensure their proposed projects will meet the requirements to receive funding in accordance with the Recovery Act.
- The North Central Missouri Regional Water Commission project was removed from the IUP due to the failure to secure the cooperation of all local parties involved.
- The Ozark County Public Water Supply District Number 1 project was moved from the Very Small Community Fundable List to the Contingency List due to a lack of progress.
- Based on recent bids the city of Ava revised its requested funding amount, as shown on the Very Small Community Fundable List, to $2,890,800. This is a decrease of $609,200.
- The Wardsville project was moved from the Contingency List to the General (65 percent) Fundable List. In addition, the requested funding amount was increased from $492,000 to $625,287.
- The Clay County Public Water Supply District Number 8 project was moved from the Contingency List to the General (65 percent) Fundable List for the full requested funding amount of $2,498,000.
- The Ste. Genevieve project was moved from the Contingency List to the General (65 percent) Fundable List for the full requested funding amount of $1,815,890.
