CAPACITY, MANAGEMENT, OPERATIONS AND MAINTENANCE PLAN MODEL GUIDANCE

The majority of municipal and other publically owned treatment works (POTW) permits contain a requirement to develop and implement a program to maintain and repair the collection system serving the POTW. Historically, guidance for the development of this plan has been limited to The U. S. Environmental Protection Agency’s Guide for Evaluating Capacity, Management, Operation and Maintenance (CMOM) Programs at Sanitary Sewer Collection Systems (EPA 305-B-05-002). While informative and resourceful, the department recognizes that EPA’s document can be overwhelming for smaller communities.
Background and Utilization
To aid communities in complying with the aforementioned permit requirement, the department developed an alternative CMOM model. The department’s model was presented to stakeholders during the Missouri Clean Water Forum’s Sanitary Sewer Overflow Workgroup, where suggestions were solicited and incorporated into the document where determined to be necessary. Although less cumbersome, the department realizes this model is also not perfectly suited to all communities, as needs vary greatly depending on the community. Therefore, the model, in its entirety, has been left in an editable format so facilities may customize it to suite their needs. Whatever the final configuration, the plan is intended to be a dynamic document, and as such, must be reviewed and updated at intervals that are prudent and deemed necessary by the community, e.g.; annual, bi-annual or once per permit cycle. Although the time period between plan reviews may be left up to the community, the reviews are necessary to update any relevant information including, but not limited to, contact information, collection system inventory information, known problem areas and inspection and cleaning frequencies.
