JEFFERSON CITY, MO, APRIL 28, 2008 -- The Missouri Clean Water Commission will hold a public meeting at 9 a.m., May 7, at the University Plaza Hotel, 333 John Q Hammons Parkway, Springfield.

At the meeting, the department will ask for the commission's approval to publish the draft regulatory impact report for proposed revisions to the state's water quality standards.  The department has prepared preliminary draft revisions to the standards involving copper, zinc, ammonia, identification of stream classification segments, recreational use designations, nutrients within lakes and reservoirs and site-specific dissolved oxygen.

The department will ask the commission to adopt several rule amendments.  The department will present for adoption the Antidegradation Rule, 10 CSR 20-7.031, and the Construction Grants Priority System, 10 CSR 20-4.010.  The proposed amendment to the Antidegradation Rule incorporates by reference the Antidegradation Implementation Procedure, which the commission adopted in April 2007. The proposed revisions to the priority point system were developed with stakeholder input and consider water quality impacts as well as watershed planning, conservation and nonpoint sources issues.

The department will also ask the commission to adopt the proposed State Revolving Fund Intended Use Plan. The intended use plan describes how the State Revolving Fund program will be managed during fiscal year 2009 and how the funds will be used. A copy of the plan is available on the department's Web site at www.dnr.mo.gov/env/wpp/srf/documents/draft-09-cwsrf-iup.pdf.

The commission will have a full agenda of other administrative matters, including requests to refer enforcement cases to the Attorney General's Office and staff updates.  For a complete agenda, visit the department's Web site at www.dnr.mo.gov/env/wpp/cwc/index.html.
