JEFFERSON CITY, MO, OCT. 21, 2004 - The Missouri Department of Natural Resources will hold a public hearing beginning at 7 p.m., Oct. 27, in the Moscow Mills Community Building in Moscow Mills, Mo.
The public will have an opportunity to comment on Triad Development's application for a 401 Certification related to the proposed construction of a residential subdivision. The 401 Certification is how the state verifies that a project will not violate water quality standards. The department works with the applicant to avoid and minimize impacts to waters and wetlands.
The purpose of the public hearing is to allow citizens an opportunity to provide formal comment relevant to the proposed application. Before proceeding with the project, Triad Development must receive a 401 Water Quality Certification from the department as well as a 404 permit from the U.S. Corps of Engineers.
The project area is adjacent to the Cuivre River, southeast of Moscow Mills, off of Highway MM, in portions of Sec. 10, 11 and 15, T48N, R1E in Monroe Township, Lincoln County, Mo.
In their application, Triad Development proposes to develop an approximate 400-acre tract into a 1,061 lot single-family home residential subdivision to be completed in two phases. The site is adjacent to the Cuivre River and contains Crooked Creek, Butcher Creek, and 12 unnamed stream channels that are jurisdictional. The site also contains 11 wetlands, nine of which are jurisdictional. There are no impacts proposed to the Cuivre River as part of this development. The applicant is proposing to impact 50 feet of Crooked Creek for a single span bridge, which would replace an existing crossing, and 550 lineal feet of Butcher Creek for the construction of a stocked fishing pond and road crossing.
The applicant has proposed on-site compensatory mitigation for all stream and wetland impacts. The proposed wetland mitigation is to create wetlands through expanding and enhancing an existing wetland in the Cuivre River floodplain. The proposed stream mitigation consists of restoration of a forested riparian corridor along the south bank of the Cuivre River in the project area. All proposed mitigation would be deed restricted in perpetuity.
The mitigation plan for this project is available for review in the U.S. Army Corps of Engineers' St. Louis District Office - Regulatory Branch, located at 1222 Spruce St., St. Louis, Missouri, 63103-2833.
