Missouri Air Conservation Commission to discuss pollution reducing plans, citizens encouraged to attend

JEFFERSON CITY, MO. -- The Missouri Air Conservation Commission will hold a public meeting at 9 a.m. on Oct. 29 at the Holiday Inn Hotel and Suites, 2720 N. Glenstone, Rainier Room in Springfield.
At this meeting, the commission will hear routine reports from department staff regarding air permits, operations and enforcement actions. A public hearing will be held on the 2008 Lead Standard Boundary Recommendation. On Oct. 15, 2008, the U.S. Environmental Protection Agency promulgated a revision to the National Ambient Air Quality Standard for lead. The state then had one year to develop a recommendation as to which areas of the state should be designated nonattainment for the new lead standard. Once approved by the commission, this recommendation will be forwarded to the governor for submittal to EPA. The new standard for airborne lead is 0.15 micrograms per cubic meter, calculated as three-month, rolling averages.
In addition, rule amendments 10 CSR 10-6.362 Clean Air Interstate Rule Annual NOX Trading Program, 10 CSR 10-6.364 Clean Air Interstate Rule Seasonal NOX Trading Program and 10 CSR 10-6.366 Clean Air Interstate Rule SOX Trading Program will be presented for adoption. All three rule amendments will update the incorporation by reference date in the definitions section to match recent revisions to the Code of Federal Regulations that excludes stationary, fossil-fuel fired combustion turbines from the cogenerator exemption in the federal Clean Air Interstate Rule. These rulemakings will adopt changes to the federal rule into the state rule. In addition, facility identification numbers in the tables will be updated to correspond with current identification codes for rules 10 CSR 10-6.362, Clean Air Interstate Rule Annual NOX Trading Program and 10 CSR 10-6.364, Clean Air Interstate Rule Seasonal NOX Trading Program.
The Department of Natural Resources requests people intending to give verbal presentations on the proposed public hearing items also provide a written copy of their testimony to the commission secretary at the time of the public hearing. The department also will accept written comments for the record until 5 p.m. on Nov. 5.
