Department and Environmental Protection Agency seek public comments on draft hazardous waste permits for Exide Technologies

JEFFERSON CITY, MO, -- The Missouri Department of Natural Resources and the U.S. Environmental Protection Agency’s Region 7 invite the public to review and offer written comments on a draft hazardous waste permit for Exide Technologies. Written comments will be accepted until Aug. 10.
The Department is hosting a public meeting and public hearing on the draft permits on July 28, at the T.J. Hall building at 104 S. Main St. in Oregon, across the street from the Holt County Courthouse. The public meeting will begin at 6 p.m. The public is encouraged to ask questions, provide input, offer comments and share concerns with facility and Department representatives.
The public hearing will begin at 7 p.m. At the hearing, comments on the draft permits will be entered into the official record. The Department will not answer questions during the hearing. Exide Technologies operates a secondary lead smelting plant, known as the Exide Technologies Canon Hollow Recycling Center, located at 25102 Holt 250 Road in Forest City. The Canon Hollow plant recycles lead-acid storage batteries and other lead-bearing raw materials into new lead ingot. Exide Technologies also recovers battery acid, which is collected, filtered and recycled. The company ships the plastic chips from the battery cases off-site.
The Department issued the draft Missouri Hazardous Waste Management Facility Part I Permit. EPA issued the draft Hazardous and Solid Waste Amendments Part II Permit. If issued as written, the final Part I and Part II Permits will allow Exide Technologies to continue to store hazardous wastes in containers and containment buildings, treat hazardous waste in a stabilization unit, dispose of hazardous waste produced by Exide Technologies in an on-site landfill and conduct post-closure care of a closed landfill. The permit also contains corrective action conditions to address releases to the environment from Solid Waste Management Units or Areas of Concern as necessary.

Supporting documents are not available on the Department’s website due to their size.
