Since 1998, the Land Reclamation Program, or LRP, has been administering the Abandoned Mine Lands, or AML, Emergency Program. An AML emergency is an abandoned coal mine problem that occurs suddenly, for which there is an immediate need to address the problem due to a high probability of substantial physical harm to the health, safety or general welfare of the public.
