Vehicles Operated Outside the Emissions Testing Area

Motor vehicles that are registered in the emissions testing area but are operated exclusively outside of the area are allowed to receive an emissions testing exemption. In order to exempt a vehicle from the emissions testing requirements for out of area reasons, applicants must follow the following procedures:

Out of State Vehicles

If the Department of Revenue is shown satisfactory evidence that the vehicle was not in the state of Missouri at any time during the sixty days prior to the date of registration application, then the vehicle may be temporarily exempted from the emissions testing requirements.

To submit evidence that the vehicle was out of state, the applicant can print Department of Revenue General Affidavit Form 768, check box 3, and submit this form to a local license office along with the registration application. This document allows the applicant to register the vehicle on time, even though the vehicle is not in the state of Missouri. Any late penalties are the responsibility of the applicant.

The owner of every such out of state vehicle must submit the vehicle for both a safety and an emissions test, if applicable, and obtain a certificate of inspection and approval within ten days after the vehicle is first returned to the state of Missouri.

In State but Out of Emissions Testing Area

If the vehicle is currently operated outside of the city of St. Louis or St. Louis, St. Charles, Jefferson or Franklin Counties, but within the state, and will return periodically to the emission testing area, the vehicle is subject to the emissions testing requirements. Applicants cannot submit an Out of Area Waiver Request to exempt such vehicles.

If the vehicle is registered in the city of St. Louis or St. Louis, St. Charles, Jefferson or Franklin County, but will be operated exclusively outside of this area for a period of 24 consecutive months, then the vehicle may be exempted from the emissions testing requirements for the current registration period.

In the above situation, the applicant must submit a notarized Out of Area Waiver Request to the Missouri Department of Natural Resources. Upon receipt of the form, the Department of Natural Resources will mail an "Out of Area Waiver" to the applicant. This "Out of Area Waiver" must be submitted to the Department of Revenue at the time the applicant renews his or her vehicle registration.

To submit this notarized form to the Department of Natural Resources, the applicant can print Out of Area Waiver Request form and mail this form to: Department of Natural Resources, Gateway Vehicle Inspection Program, P.O. Box 176, Jefferson City, MO 65102-0176.

Note: The Department of Natural Resources reserves the right to investigate all Out of Area Waiver requests. Fraudulent requests will not be honored. The Department of Natural Resources is not responsible for any penalties associated with late registration.
