Specially Constructed and Kit Vehicles

Kit vehicles were not sold by an automobile manufacturer. They are assembled with vehicle parts from one or more vehicles.

Specially constructed vehicles are motor vehicles that have not been originally constructed under a distinct name, make, model or type by a manufacturer of motor vehicles, that have been issued a specially constructed vehicle identification number by the Missouri Department of Revenue, and that have had a specially constructed VIN installed by the Missouri State Highway Patrol.

All specially constructed or kit vehicles are exempt from the Gateway Vehicle Inspection Program emissions testing requirements. However, specially constructed and kit vehicles are not exempt from the Clean Air Act requirements. For questions about this subject, contact the Missouri Department of Natural Resources St. Louis Regional Office at 314-416-2115.
