Effluent Regulation Revision Workgroup

The department is considering a comprehensive revision to 10 CSR 20-7.015 effluent regulations. This workgroup has been convened for the purpose of informal discussions regarding the development of this rule, in addition to the formal public participation process required for formal rulemaking. Staff hope to engage stakeholders to obtain comments and concerns about important and complex issues.

Workgroup products are expected to be specific rule language, as well as cost and other information needed to develop formal regulatory impact reports. Staff intend to bring these changes to the Missouri Clean Water Commission for public hearing and adoption. These revisions to the effluent rule will be coordinated to the extent possible with concurrent changes to Missouri's water quality standards revisions, so the expectations in permitting are clearly described as the standards changes are discussed.
