This workgroup will provide input on the department’s Clean Water State Revolving Fund (CWSRF) planning and policy related to grant funding.

The Clean Water Act established the Clean Water State Revolving Fund (CWSRF) loan program to provide a renewable financing source for water quality infrastructure. The department uses a methodical prioritization process for allocating CWSRF funds that is intended to be transparent, competitive and fair. Activities that are eligible for additional subsidization are outlined in the CWSRF Intended Use Plan, along with directions for how to apply.

States may utilize several federal authorities to provide CWSRF additional subsidization (negative interest loan, principal forgiveness loan, or grant). The department presently offers CWSRF grants for wastewater treatment regionalization and grants awarded in combination with loan for wastewater facility improvements based on affordability.

The focus of department stakeholder meetings is to receive stakeholder input on expanding the activities that may be offered CWSRF additional subsidization.
