Chapter 7.015 Effluent Limitations
The Missouri Department of Natural Resources has given priority to amending the Chapter 7.015 Effluent Limitations. This rule has not been updated since 2014.
The proposed changes to 10 CSR 20-7.015 are to remove duplicative language/requirements, improve clarity and consistency throughout, address conflicts with other state regulations, and increase data collection for facilities of specific size in line with the Missouri Nutrient Reduction Strategy.
The Chapter 7.015 Stakeholder Workgroup is an informal and voluntary public participation activity conducted in addition to the formal public participation process required for formal rulemaking. The Missouri Clean Water Commission will conduct a public hearing and accept comments on the proposed rule amendments after publication in the Missouri Register. The workgroup’s primary purpose is to provide engaged stakeholders an opportunity to provide input and comment on proposed rulemaking changes. The discussions and comments from the workgroup sessions will be considered while the department drafts and finalizes the Chapter 7.015 rule amendments.

Any further proposed changes to rules discussed on this page are being developed with these goals in mind. As part of the rule making process, the Department will hold a single stakeholder meeting for 10 CSR 20-7.015 on Feb. 6, 2018. Once the stakeholder process is complete, the department will proceed with a rulemaking report, regulatory impact report and fiscal note.
