Under Gov. Greitens' leadership, all state agencies are working to reduce regulations and other government processes that unnecessarily burden individuals and businesses while doing little to protect or improve public health, safety and our natural resources. The Missouri Department of Natural Resources is committed to limiting regulation to what is necessary to protect Missouri's environment, implementing statutory mandates and maintaining state control of programs. Any further proposed changes to rules discussed on this page are being developed with these goals in mind. We welcome your comments to help ensure that our regulations provide required protections but do not add unnecessary costs.

The Missouri Department of Natural Resources has given priority to amending the rules related to Operator Certification. Many of these rules have not been updated for several decades.

The upcoming Operator Certification Stakeholder meeting(s) posted for Jan. 29, 2018 and Feb. 14, 2018 (if needed) are an informal and voluntary public participation activity conducted in addition to the formal public participation process required for formal rulemaking. Both the Missouri Clean Water Commission and Safe Drinking Water Commission will conduct public hearings and accept comments on the proposed rule amendments after publication in the Missouri Register. Rules related to drinking water operator certification will be heard by the Safe Drinking Water Commission. Rules related to wastewater treatment and confined animal feeding operation (CAFO) operator certification will be heard by the Clean Water Commission. The department is engaging with stakeholders to receive input and comments on proposed rulemaking changes. The discussions and comments will be considered while the department drafts and finalizes the Operator Certification rule amendments.
